Mirroring: Changing or adding/deleting the mirror definition does not change the VNI

Bug Description
Version: 3.1.0.0-6 kilo
Topo:
cfgm: nodec22
control: nodec22,
compute: nodeg8,
source vm is 100.1.1.4, receiver is 200.1.1.3, mirror is in sender VN, it is 100.1.1.3
On configuring the mirror, without Juniper header, I see the entry here:
root@nodeg14:~# mirror -b
Mirror Table
Flags:D=Dynamic Mirroring, Dm:Delete Marked
Index NextHop Flags References VNI
-------
0 40 1 18
When i create a new one or add/delete this, it should create a new VNI, which does happen.
