Bug Description
When I have a computer with two displays and try to set the wallpaper, it usually appears to fail. However, restarting Gala applies the new wallpaper, and then any subsequent attempts to set the wallpaper work as expected.
I've reproduced this on two machines, one 4th-gen Intel laptop with Intel Iris Pro graphics, and a 5th gen Intel desktop with Intel Iris graphics.
