New CephX keys aren't generated on update/upgrade

Bug Description

The overcloud deploy command is not dumping the CephX keys and the cluster FSID in the tripleo-overcloud-passwords file via generate_overcloud_passwords(). This is problematic on upgrades as new passwords are supposedly created via generate_overcloud_passwords().
