[3.1-6] UI, Horizontal and Vertical lines are not displaying in chart for virutal routers

Bug Description

In UI Monitor->Infrastructure, Horizontal and Vertical lines are not displaying for vrouters chart.

This issue is seen only vrouters.

Earlier, In vRouter scatter chart In UI Monitor->Infrastructure, Horizontal and Vertical lines are not displaying
This was due to xScale & yScale were calculated as 0, now this has been fixed by assigning the deafault values for
xMin = 0, yMin = 0, xMax = 1 & yMax = 1
