cannnot add new tab or create new file

at the moment (loki beta2, 28july2016) using scratch,
i cannot create a new file nor open a new tab.
i tried the "+" button, ctrl+t hotkey and rmb click on the tab bar and selected "new tab".
nothing happen.

i am forced to open a shell, touch a new file,
and only then from within scratch i can use 'open file' dialog.
