[devops] install additional system packages on docs-slave01-bud.infra.mirantis.net

The repository structure in mos/mos-docs has been changed for master branch and to build it need to run 'tox'
instead of 'make'. This change require some additional packages on docs-slave01-bud.infra.mirantis.net slave to get working the following job: https://product-ci.infra.mirantis.net/job/master.build-mos-docs

Need to install the following system packages on this slave:
- libxml2-dev
- libxslt1-dev
- zlib1g-dev
- python-dev

additional jenkins::slave::infra packages

Added packages which are required to run specific jobs. These packages
were initially installed by some old manifests which are missing now.
