See http://packages.ubuntu.com/source/xenial/golang-github-mattn-go-sqlite3

What happens:
golang-github-mattn-go-sqlite3-dev is not present in the overlay and cannot be used on the phone

What should happen:
golang-github-mattn-go-sqlite3-dev should be present

We fixed this by changing the dep in ubuntu-push.
