Bug Description
When using the kolla vagrant development environment without the hostmanager plugin installed, the error message does not really direct the user as to how to fix the problem.
Example:
vagrant up --provider virtualbox
Bringing machine 'operator' up with 'virtualbox' provider...
There are errors in the configuration of this machine. Please fix
the following errors and try again:
Vagrant:
* Unknown configuration section 'hostmanager'.
It would be more useful to check for the existence of this plugin and direct the user to install it.

Vagrant plugin check
- Adds support for validating that all required Vagrant plugins have
been installed.
