Error 404 is poorly styled

How to reproduce:

1. Make the web server to respond a HTTP 404 status code (with DEBUG=False).

The 404 template file at openstack_dashboard/templates/404.html is rendering a poorly styled web page with no margins and a hyphen at the beginning of the <title>.

    Better designed 404 error page

    Edited 404.html to make the error page more appealing and the
    style now matches the login page.
