the CONFIG_DEFAULT_PASSWORD's value not take effect

Bug Description

The explaination of the CONFIG_DEFAULT_PASSWORD is :Default password to be used everywhere

but I set the value of CONFIG_DEFAULT_PASSWORD in ans.txt to "admin" and do install ,after installation success,the keystone admin password is still a random string from the CONFIG_KEYSTONE_ADMIN_PW=b4b3016d13c04a2a in ans.txt

I agree with yanwei, I observed Default password is not been used in packstack for mitaka release of openstack.
