Bug Description

Please backport pollen version >=4.21 to Trusty and Xenial.

[Impact]
We need a newer version of pollen running on entropy.ubuntu.com. Canonical IS requires that the package be updated in trusty-updates in order for this to happen. We need a couple of things fixed: improved error logging and entropy available monitoring,

[Test Case]
Start a new Ubuntu instance (trusty, xenial). sudo apt install pollen pollinate. Then, try running pollinate against localhost: 'sudo pollinate -r -s http://localhost:80'. Also, check that an appropriate message is logged in /var/log/syslog. grep pollen /var/log/syslog.

[Regression Potential]
The regression potential is mostly around the upstart/systemd jobs. We should just be sure that the service starts/stops/restarts cleanly, and comes up automatically at boot.

I've performed some testing on Trusty's pollen package, and everything looks good!

This is unlikely to happen since Xenial is entering ESM period soon.
