Bug Description

recently merged devstack change [1] changed the default of Q_USE_PROVIDERNET_FOR_PUBLIC to True.
it broke networking-midonet gate as it doesn't support "flat" provider network.

    devstack: Disable Q_USE_PROVIDERNET_FOR_PUBLIC

    Recently the default has been changed. [1]
    This commit make it back because the new default is not
    compatible with us.
