[2.0rc2] Changing DNSSEC validation does not trigger configuration file update

Bug Description

When changing "Enable DNSSEC validation of upstream zones" to either on or off, the bind9 configuration file (/etc/bind9/maas/named.conf.options.inside.maas) does not get updated immediately.

If you change the DNS forwarder setting the configuration file is then correctly updated with whatever value is currently set, so it seems to simply be a missing update trigger.

Accepted maas into yakkety-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/maas/2.1.0+bzr5480-0ubuntu1 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.
