MOS7, MU3, deployment fails when using ceph

Bug Description
To reproduce:
MOS7 MU3, have a ready environment with 3 controllers and using ceph.
Delete one controller, and then add it back as controller.
Deployment will fail, because Fuel will create a new ceph.client.
You will see permission denied error when running any ceph command for example, ceph -s.
