Bug Description
when deploying with lbaas enabled, it'll stuck at `TASK [neutron : Running Neutron lbaas bootstrap container]`, this is because the task starts a neutron-lbaas-agent process beside creating neutron-lbaas database and the process stuck at processing messaging, we should kill the process for this bootstrap task.
