Apparmor denies /dev/ptmx/ on all snaps

Installing snaps on Ubuntu-Core, when I install the snaps, it fails to start them. Looking at dmesg this is the output:

I get this same error no matter the snap, be it ubuntu-core, fboss, or webdm.
