Bug Description

Seen in R3.1.0.0-build 3 mitaka.

Config node in ha cluster lost its mgmt ip and took up external vip after setup_storage_interface. cfg node in ha cluster lost its mgmt ip and took up external vip after setup_storage_interface. It could be possible that in setup_storage_interface, it releases dhcp and then tries to reacquire but because of the external vip configured, it doesnt get the same back.

Release note: In case of HA cluster, 'fab setup_storage_interface' should not be run after a 'fab setup_all'. This would remove the management ip from the config node.
Workaround: 'fab setup_storage_interface' should be run before 'fab setup_all' or 'fab setup_storage_interface_node:<node>' can be run on non-config nodes. In case of config node, the storage network should be setup manually'.
