Opening a "Create" form in a new window shows repeated titles and scrollbars

How to reproduce:
1. Go to Identity->*, Project->Images, Project-Volumes, etc.
2. Open in a new tab/window any of the "Create" forms, e.g. Open in a new window the "Create User" form.
3. See two titles with the very same content.
4. Observe there are two scrollbars. This is because the form is enclosed in a div with max-height.

Affects non-angular modals.

I changed in Identity/Users/ create-user form,whether i have to change in only this form or all forms.

I see the double titles still, but the double scrollbars does not appear on current versions of FF and Chrome.
