Hello and thank you for reporting this bug!

It seems like dpkg reported a difference in /usr/lib/php/7.0/php.ini-production or /etc/php/7.0/fpm/php.ini relative to the package-version. Did you choose to abort at that point?

What might your local configuration changes be?
