autopkgtest-pkg-python set but "SKIP no tests in this package"

Bug Description

I'm trying to diagnose why oslo-sphinx's autopkgtest doesn't work.

It has this field in the source section of debian/control:
Testsuite: autopkgtest-pkg-python

But this is the output from autopkgtest.ubuntu.com:

From the log, it doesn't look like it even tries to install the package binaries.

Running `autopkgtest -- schroot yakkety-amd64` locally here works fine.

Since the Debian package that added the Testsuite line is only in experimental, ci.debian.net doesn't currently run for this package.

This failure is blocking oslo-sphinx from migrating from -proposed because it previously had a (successful) manual autopkgtest using debian/tests/control.

I'm guessing this is because Ubuntu's service doesn't have autodep8 >= 0.4 installed.

I updated autodep8 on all workers, and the automatic tests work now. oslo-sphinx still fails, but for a "real" reason now.
