Bug Description
changing owner_access to 5 created another entry on api with same vn-tenant2 uuid.
root@a5s6:~# python /opt/contrail/
steps followed:
1. created a vn vn-tenant2
2. changed owner_access to 5 using chmod2 util as mentioned above.
