keystone-manage should check if deprecated config options are used. This may require an oslo.config change as well.

Thanks for pointing that out jesse, thinking about this again it may not be worth the effort to develop this in keystone doctor. In our upgrade notes we should encourage folks to run oslo validator to find uses of deprecated options.
