    tox.ini: Change the way to exclude l2gw tests for py34/py35

    The previous way was necessary to avoid import-time errors for
    bgp plugin tests. Now bgp plugin was fixed, [1] it's no longer
    necessary.

    The new way would allow concurrent test runs, which might
    improve the situation for the Related-Bug.
