Swift account quotas not supported

Bug Description

Swift supports quotas at both the account and container levels. Horizon supports neither.

Swift's account level quota settings seem that they'd fit into horizon's existing quota infrastructure (though I can't find any evidence that the defaults can be set via swift's API). The two account-level quota settings are x-account-meta-quota-bytes and x-account-meta-quota-bytes.

Container quotas is out of the scope of this.

Will be great if it also support Ceph RGW as opbject storage backend.
Ceph Rados Gateway also supports quotas, and I think it's the same Swift API.
