Bug Description

Ruby providers for configuration files are being updated across puppet-openstack modules (nova - sample patch https://review.openstack.org/#/c/329991) and are not compatible with current noop tests for override_resources, so tests should be updated accordingly, otherwise such patches will not pass Fuel CI

    Fix Nova noop tests for override_resources

    The change I6be7bb4cea1906bd98c513bd2d01153e4643e3ac is switching
    nova_config provider to openstackconfig which uses arrays for all values,
    so tests should be updated accordingly
