On fresh install unable to set custom background image

On a fresh install when try to set a custom background i end up with a solid color (Black as it is the default).

To avoid this bug i delete ~/.local/share/backgrounds. Go to the directory where is the image and select "Set as desktop background".

After that other images i try to set as background work.

This happens in freya as in loki.
