enabling Snap.store_upload (and no other changes) does not authorize store upload

Bug Description
I checked the checkbox `Automatically upload to store` and filled in the store package name `qownnotes` (launchpad confirmed that) on https:/
But neither when I build the snap manually (by requesting a build) nor when the build is triggered automatically by a git push the snaps get uploaded to the store.
I can manually release my locally built snaps with snapcraft, that works fine.

Going through Snap:+authorize fixed this, but this exposes a corner case where Snap:+edit should have sent the user through that and incorrectly didn't do so.
