unable to enumerate USB device

Bug Description

ubuntu 16.04 LTS

When I start the operating system, I get the messages:
usb 5-1: device descriptor read/64, error -71
usb 5-1: device not accepting address 4, error -71
usb 5-1: device not accepting address 5, error -71
usb usb5-port1: unable to enumerate USB device

My external Seagate USB harddisk does not work.

This problem started after the latest software update.

Does booting back into the prior kernel make the bug go away?

The bug has gone away. It was there a couple of times and then it did
not reappear.
