Bug Description

The following commit had removed vrouter package from the sandesh package list passed in the init_generator() for vrouter-nodemgr.

vrouter-nodemgr sends loadbalancer stats UVE defined in the vrouter.loadbalancer and hence need to be passed in the init_generator()

Add vrouter.loadbalancer package in init_generator() from
vrouter-nodemgr

- vrouter-nodemgr sends loadbalancer stats UVE defined in the
vrouter.loadbalancer and hence need to be passed in the init_generator()
- nodeinfo sandesh package is already added in nodemgr.common.sandesh;
hence removing it from vrouter and control_node packages
