Bug Description

Detailed bug description:

Using Fuel v9, checked out latest sources of the plugin(https://github.com/openstack/fuel-plugin-external-zabbix), built it, installed on the fuel master and deployed successfully (3 controllers, 2 compute and 3 storage nodes), but no actual zabbix is installed on any of the controllers.

network config related to zabbix:

  zbx_vip_mgmt:
    ipaddr: 10.33.6.3
    is_user_defined: false
    namespace: haproxy
    network_role: zabbix
    node_roles:
    - controller
    - primary-controller
    vendor_specific: nul

Steps to reproduce:
This also happens on a standard environment with only 1 controller 1 storage and 1 compute node. Just activate the plugin and deploy.

Expected / actual results:
I should have access to the web GUI on primary_controller/zabbix but instead there is nothing there.

Workaround:
 haven't found one yet

Impact:
 not able to use the zabbix plugin

This is the currently expected behaviour because even though some parts of the zabbix repository code have been modified to start support of MOS 9.0, all of the modifications have not been committed nor submitted for review yet

We are currently in the process of final testing for the missing parts of the code for full MOS 9.0 support (as well as keeping MOS 7.0 and 8.0 backward support)

All modifications for proper MOS 9.0 support are now currently available in master workspace.

Deployment succeeded and I can access the Zabbix web interface! Everything else seems to work fine.
