Please sync foo2zjs 20160313dfsg0-2 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Explicitly prefer cups-filters as the real provider of foomatic-filters;
    it's already the one in Ubuntu main.

Done in Debian too.
