vmware module missing openstacklib module for tests

Upstream has added an openstacklib::defaults to some modules. This new dependency needs to be added into the vmware module fixtures.

    Update vmware tests module with openstacklib

    The upstream openstack modules have added a dependency on openstacklib
    and this needs to be added to the vmware module test fixtures.
