Bug Description

After fixing bug https://launchpad.net/bugs/1601812 master node httpd service would be configured from 2 modulars ("cobbler/apache" & "fuel/keystone"). This way is risky and should be replaced with proper configuration. We should probably use apache from osnailyfacter.
Some related refactoring may be required.
