Bug Description
[1] wasn't built by RPM packaging CI and as such repository now contains outdated package. We need to build and publish this package.
Also we need to identify the cause and prevent such failures in the future.

Zuul has issue with loosing connectivity to Gerrit, so just use "magic" words "rebuild" and "republish" (of course after restarting Zuul by CI team).
