[python-tripleoclient] new passwords are not generated on update command

Bug Description

If a new password is added to the set of those generated by the client, it is only dumped into the tripleo-overcloud-passwords and passed to heat on 'deploy' command, not when using the 'update' command causing validation to fail because of missing password on minor updates.

This was eventually fixed in Newton with the migration to Mistral workflows
