Bug Description

Currently the charm will always use the private-address for cluster replication. To bring this charm more inline with the other openstack charms we should add the ability to configure a specific/alternate network for percona cluster replication (to complement the existing ability to configure the access-network).

    Add new cluster-network config option

    Adds support for specifying a cluster network. This allows
    percona replication to be directed onto a specific network
    as opposed to always being on the unit private-address network.
