Bug Description

sm: contrail cloud package upload not happening

ServerManager : 3.1 2739 Liberty
Contrail package : /cs-shared/github-build/R3.0/51/ubuntu-14-04/kilo/artifacts/contrail-cloud_3.0.2.0-51-kilo.tgz

With above setup , tried to upload/add the contrail cloud package, got the following error
"2016-07-04 13:37:09,808-ERROR-server_mgr_main.py:2289-_create_deb_repo(): create_deb_repo: error 2 when executing"dpkg-deb -x $(ls contrail-puppet_*.deb) error is coming

Tried 3.1 2739 contrail cloud package also, same error is coming

Contrail cloud tgz format is different and needs different processing to extract puppet modules and also other modules needed to build the remote mirror on SM machine. There was no plan to address this in 3.1. It turns out change needed is not minor. Will be taken care of in 3.2.
