Please sync vsftpd 3.0.3-5 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Merge from Debian unstable (LP: #1586312). Remaining changes:
    - Revert debian/patches/0013-listen.patch: In vsftpd.conf, set
      listen_ipv6=NO. This fix introduces a regression, FTBS and goes against the
      debian policy.
    - debian/control, debian/rules:
      + Add Apport hook.
