Bug Description

R3.1.0.0 2738

Today, users will be able to add two or more fcs with the same id.
This can cause unpredictable results when qos config entries refer to that id

* Add config check to detect duplicate forwarding class ID.

Currently forwarding class id has to be unique across each
entry, adding a config check for same.
