Filezilla speed throttled by default

Bug Description

Issue:
Downloading files using FTP and sftp in Filezilla is limited to 800kb/s per thread. That means that downloading 10 threads at once (max # allowed in Filezilla) will allow 8 megabytes / second max speed. This limit can be fixed by changing sysctl.

Package:
filezilla 3.15.0.2-1ubuntu1

How to reproduce:
Download any file using Filezilla. This should be reproducible by anybody on all hardware and software configurations.

Tested on (all 64bit):
-Ubuntu 15.10 and 16.04
-Ubuntu Mate 15.10 and 16.04
-Xubuntu 16.04
-(it should be the same in all Ubuntu versions)

Requested fix:
Make the following settings default:
sysctl -w net.ipv4.tcp_rmem=40960 873800 62914560
sysctl -w net.core.rmem_max=8000000

This is a Linux issue elsewhere and not one for filezilla to directly address.
