Bug Description

Based on subnet method in IPAM, consider either a flat subnet from IPAM or the subnet from the link data between virtual-network and network-ipam.

Flat subnet support in vrouter agent.

Take the subnet data from IPAM in case that method is chosen.
Otherwise, pick the same from virtual-network-network-ipam link attribute.
