Bug Description

Fuel-upgrade [1] was used to develop upgrade scripts for the Fuel admin node. This repository is to be retired. All upgrade related stuff (for admin node and for clusters) is being developed in fuel-octane.

As we discussed with Alex, we don't even need this patch because after removing the code in master there won't be any events for building master packages.
