Bug Description
There are situations when different MPs need to be built together, in sequence, because they depend on one another. It would be good to be able to support this workflow.
A few possible solutions:
- staging PPA (potentially with uploads during autolanding)
- silo with prerequisites
- on-demand ephemeral PPAs
- consuming artifacts from a URL / job
