Bug Description

For now sigul signing service can provide two ways of signing data:
- sign-text Output a cleartext signature of a text
- sign-data Create a detached binary signature
We need a functionality to create a detached clear-text signatures to sign debian repositories

Create sigul detached armored signature

Provided a possibility to create a detached ASCII-armored signature.
Please see 'sigul sign-data --help' for details.
