Bug Description

It's not reproducible always, but pretty often.

server1_floating_ip | 8e531599-1271-4596-967e-353d350fcf64 | NotFound: resources.server1_floating_ip: External network fce000ae-61c3-4a7a-9a18-d0a4ffb714b4 is not reachable from subnet deb28b2d-a612-430f-b081-79c85ce4e99a. Therefore, cannot associate Port 25c7ce3c-c345-4267-bc6e-93c5dea80f1e with a Floating IP. |
