Bug Description
In Cinderclient "volume" argument in "backup restore" command is a optional argument, this argument can be None when we using this command. And Cinderclient v3 command has a "--name" option to specify the name of the new volume for restoring the backup when "--volume" option is None.

I guess we can specify a volume to restore the back to, or if we don't specify a volume a new one is created?
