Bug Description

when we have a test user in test tenant, deployment is failing during execution of provision_encap.py script:

python /opt/contrail/utils/provision_encap.py --api_server_ip 10.128.23.11 --api_server_port 8082 --oper add --encap_priority MPLSoUDP,MPLSoGRE,VXLAN --admin_user test --admin_password 'xxx'

as tenant is hardcoded in this script and there is no possibility to specify tenant as a parameter during executing this one (like for another provisioning scripts).
