cant bind ALT+SHIFT toggle switch between input methods

Bug Description
can't bind alt+shift toggling switch between input methods (us,ru). and even if I bind them the keys like alt+win or ctrl+space doesn't work at all. so the switching between input methods are broken for me now. tried to install ibus to work around but the system applet "keyboard" does not have any setting to give ibus control over language switching.

However I can switch in between us,ru with mouse @_@...pls fix asap.
