Bug Description
Since fuel-mirror has been deprecated in favor of using Packetary and Fuel client we also need to update fuel-qa. At the moment Packetary (python-packetary) is to be used for creating local partial mirrors and Fuel client (python-fuelclient) is to be used for modifying default repository settings.
