No help message for "Enter the Cluster to dvSwitch mapping" field.

Bug Description
After creating cluster with VMware DVS ML2 plugin we ought to configure it. When we go to tab 'Other' in 'Networks' tab we can see '!' in triangle next to 'Other' tab and the red message '
Empty name of dvSwitch' next to "Enter the Cluster to dvSwitch mapping" field.
The message is going to be only showed when we start typing something in this field.
Steps to reproduce:
1. Deploy Fuel 9.0
2. Install DVS Plugin 3.0.0
3. Create cluster with vCenter, and Neutron with VMware DVS.
4. Go to tab 'Networks' and sub-tab 'Other' there.
5. Check you can see help message 'List of ClusterName:
Expected result:
User can see message 'List of ClusterName:
Actual result:
User can see 'Empty name of dvSwitch'
